Since 1981, Shaw Engineering has successfully provided consulting services to clients seeking engineering expertise in the planning, design and execution of numerous public works and private projects throughout northern Nevada and California. - Developed and created some of the first water system computer models for Nevada water utilities and communities.
- Evaluated and recommended one of the first sequential batch reactor processes to be installed in the western United States.
- Creatively and effectively integrating new materials, such as HDPE pipe into conventional water and wastewater applications.
- Evaluating and implementing new trenchless technologies for utility rehabilitations and replacements.

Paul Winkelman has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno, and an extensive background in public and private municipal utility system planning and design. He has many water and wastewater projects to his credit. His peers consider him to be an expert in hydraulic modeling and analysis of complex water and wastewater systems. He has designed pipelines, wells, pumping facilities and wastewater treatment plants. Mr. Winkelman has served as the project manager on several multi-discipline large scale projects. His efficient and organized approach to getting the work done has consistently resulted in success. Mr. Winkelman is a Registered Professional Engineer in both California and Nevada and he was the first registered Environmental Engineer to practice in Nevada.

Steve Brigman has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno and extensive and diverse engineering experience specifically related to public works. He is licensed as a Professional Engineer in California and Nevada. Mr. Brigman has been responsible for numerous projects involving the planning and design of public infrastructure, including many multi-disciplined multi million dollar projects. Specific projects have included surface water hydrology, and stormwater detention and conveyance; wastewater facility master planning, treatment design and wastewater collection systems; water transmission and distribution systems, including large diameter pipelines and pumping facilities; and transportation design and planning projects including traffic studies, urban arterial and rural roadway design projects. He has been responsible for the design of over 75 miles of buried pipe. Mr. Brigman’s specific project management experience has been almost exclusively on public works projects, both large and modest in scale. He works with many public agencies and utilities and has an acute understanding of the requirements, complexities and community issues associated with public works projects.

Gary Guzelis has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno, and is a senior project engineer with over a decade of professional engineering experience. He specializes in public works and private land development projects including planning, entitlement, improvement plan preparation and supervision, infrastructure design and hydrologic studies. He has been responsible for the design and project management of wastewater and stormwater collection systems, water distribution systems and urban streets and roadways. He is proficient in Autocad, Stormcad, hydrologic modeling as well as Agtek (earthwork modeling). Mr. Guzelis is a licensed engineer in California and Nevada and has a professional degree in construction engineering.

George E. Shaw, P.E., founder of Shaw Engineering passed away in April, 2005. George was a longstanding engineer who specialized in water and wastewater projects and was an integral part of Shaw Engineering until his death.
George successfully mentored many engineers throughout his career and was best known for his practical and common sense approach to engineering. George also volunteered his time and expertise by serving on various Boards and Commissions including the Truckee Meadows Regional Water Planning Commission, Nevada Board of Professional Engineers & Land Surveyors, Water Pollution Control Association, Washoe County Planning Commission, and the Regional Planning Commission.
In order to continue to honor George’s life, work and commitment to excellence in Engineering, the principals at Shaw Engineering have established the George Shaw Scholarship Endowment at the University of Nevada, Reno. One scholarship is available each academic year for a student who is a Nevada resident enrolled at the University in the field of civil or environmental engineering. Donations at any level are encouraged from family, friends, colleagues, estates and any other parties interested in supporting the fund.
