Paul WinkelmanPaul Winkelman, P.E., Principal

Paul Winkelman has over 28 years of engineering and project management experience. He has an extensive background in the planning and design of public and private municipal utility and infrastructure systems. He has been responsible for the design and construction of many wastewater and water projects throughout rural Nevada. His project experience includes working with multiple project funding sources. His peers consider him to be an expert in hydraulic modeling and analysis of complex water and wastewater systems. Paul has designed water wells, booster pumping facilities storage and treatment facilities. Mr. Winkelman is a senior project manager and has been responsible for the overall project management of community projects. He has prepared numerous utility master plans, preliminary engineering reports, feasibility studies, facility plans, capital improvement plans and technical memoranda. Mr. Winkelman has represented clients and projects in public hearings including city council, county commission and public board meetings and at numerous meetings with regulatory officials. Mr. Winkelman is a former Permits Officer with the State of Nevada Division of Environmental Protection.  Mr. Winkelman is a Registered Professional Engineer in both California and Nevada. He was also the first registered Environment Engineer to practice in Nevada.

Steve Brigman, P.E., Principal

Steve Brigman has over 28 years of  diverse engineering experience specifically related to public works projects. He has been responsible for numerous projects involving the planning and design of public infrastructure including potable water systems, booster pump stations, wastewater collection systems, sewer lift stations and wastewater pumping facilities and water and wastewater treatment projects.   Mr. Brigman routinely provides water and sewer master planning, preparation of feasibility studies and preliminary engineering reports, planning and design of sewer collection and conveyance systems, water transmission and distribution systems, hydraulic analysis, computer modeling and regulatory compliance. He has worked with many public agencies and utilities and has an acute understanding of the requirements, complexities and community issues associated with public works projects. He has extensive experience as both an engineering designer and as a project manager serving public agencies, communities and utilities. He has been responsible for managing multi-disciplined projects and has specific experience reviewing and evaluating the work of other design professionals. He has several sanitary sewer planning and infrastructure projects to his credit.

Cody ThumbnailCody Black, P.E., Principal

Cody Black has more than 12 years of experience in water/wastewater and municipal civil engineering. Mr. Black’s experience includes design and management of public utility infrastructure projects such as water supply and treatment, water tanks and pipelines, storm drains and wastewater public works projects. His experience also includes extensive experience in document research, federal and state grant projects, and state transportation projects and permitting. Furthermore, he has diverse experience in public works as a utility manager and technical project manager, managing water, streets, and storm drain operational divisions, including budgeting, planning and capital improvement project development and construction. Mr. Black has worked with both state and local regulators for successful permitting of complex water and wastewater projects. Mr. Black also has experience reviewing and permitting large public works projects, working as both the applicant and the permittee for complex state and federal projects. His experience working in the City of Fernley Public Works Department coupled with his experience as a seasoned design consultant for sophisticated public utility projects provides him a unique ability to understand the needs of Public Works clients. Mr. Black knows firsthand what public works clients need and expect for critical infrastructure projects.

Marc-BelangerMarc Belanger, P.E., Project Manager

Marc Belanger has over 21 years of experience in the design and permitting of a wide variety of civil engineering projects for both public and private sector clients. His experience includes the design of water, sewer and stormwater facilities associated with roadway infrastructure and site design projects for residential and commercial users. This includes extensive project coordination/permitting experience with various public agencies, utility companies, contractors, sub-consultants and clients. Mr. Belanger has designed numerous sewer collection systems, lift stations, and on-site sewage disposal systems, including large pressure-dosed systems with treatment facilities. He has experience in the preparation of construction drawings, hydrology reports, bid documents, sewer capacity studies, cost estimates and environmental impact reports.

Erick Miller, E.I., Staff Engineer

Erick Miller has quickly become a competent designer for water and wastewater infrastructure projects. In his 4 years at Shaw Engineering, he has developed extensive skills in drafting 3D AutoCAD designs and provided design support for multiple complicated water and wastewater projects. In addition, Mr. Miller has developed many project engineer skills, including design calculations, equipment selection, capital project budgeting and feasibility analysis for multiple public works clients. Mr. Miller’s construction experience on water, sewer and storm drain infrastructure projects, prior to Shaw Engineering, has also made him an asset in construction management and bidding of both large and small infrastructure projects. He routinely works one-on-one with clients through the construction process to ensure that all project goals and expectations are met. Shaw Engineering appreciates Mr. Miller’s energy and desire to help provide successful projects and expand his infrastructure design experience.

Nick-O'Connor,-E.I-cropped

Nicholas O’Connor, E.I., Staff Engineer

Nick O’Connor graduated with his Bachelor of Science in Environmental Engineering in 2016. His previous work experience includes environmental testing and environmental engineering work primarily in the mining industry. Here at Shaw Engineering, Mr. O’Connor is responsible for drafting and design assistance for water and sewer projects including water distribution and sewer collection projects. Nick O’Connor’s previous experience in the environmental field coupled with his technical ability for infrastructure make him a valuable asset for Shaw Engineering’s project goals and purpose.

Dora BlossomThumbnailDora Blossom, Planner/Project Administrator

Dora Blossom joined the Shaw Engineering team in 2005. She has over 12 years of planning experience. She has written local government Master Plans and Development codes and routinely works with our rural Nevada clients. Ms. Blossom has been responsible for obtaining special use permits, state agency permits, assisting with submittals, preparing contract documents, and assisting with both Preliminary Engineering Reports and Environmental Reviews She provides support to our engineering staff by conducting necessary research and complying information required to complete assignments. She has completed funding applications for our clients and has assisted them with processing applications for reimbursement from state and  federal funding agencies. Ms. Blossom is available to assist with any assignment.

Jimmy HouJimmy Hou, Engineering Intern

Jimmy Hou was born in China and moved with his family to the United States at the age of 6. He grew up in Las Vegas and is the first in his family to go to college. Jimmy is a Civil-Environmental Engineering major in his senior year at UNR who is already well ahead of his years in terms of experience. He is a member of the Differential Fees Executive Board at UNR where he reviews and votes on proposals from professors and students. He is also the Administrative Coordinator for the American Society of Civil Engineers, ASCE Student Chapter. One of his primary roles here at Shaw Engineering is to assist senior engineers with GIS data processing and mapping.
