Paul Winkelman, P.E., Principal
Paul Winkelman has over 25 years of engineering and project management experience. He has an extensive background in the planning and design of public and private municipal utility and infrastructure systems. He has been responsible for the design and construction of many wastewater and water projects throughout rural Nevada. His project experience includes working with multiple project funding sources. His peers consider him to be an expert in hydraulic modeling and analysis of complex water and wastewater systems. Paul has designed water wells, booster pumping facilities storage and treatment facilities. Mr. Winkelman is a senior project manager and has been responsible for the overall project management of community projects. He has prepared numerous utility master plans, preliminary engineering reports, feasibility studies, facility plans, capital improvement plans and technical memoranda. Mr. Winkelman has represented clients and projects in public hearings including city council, county commission and public board meetings and at numerous meetings with regulatory officials. Mr. Winkelman is a former Permits Officer with the State of Nevada Division of Environmental Protection. Mr. Winkelman is a Registered Professional Engineer in both California and Nevada. He was also the first registered Environment Engineer to practice in Nevada. He has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno.

Steve Brigman has over 25 years of diverse engineering experience specifically related to public works projects. He is licensed as a Professional Engineer in California and Nevada. He has been responsible for numerous projects involving the planning and design of public infrastructure, including potable water systems, booster pump stations, wastewater collection systems and water and wastewater treatment projects. Mr. Brigman routinely provides water system master planning, preparation of feasibility studies and preliminary engineering reports, planning and design of water transmission and distribution systems, hydraulic analysis, computer modeling and regulatory compliance. He has worked with many public agencies and utilities and has an acute understanding of the requirements, complexities and community issues associated with public works projects. He has extensive experience as both an engineering designer and as a project manager serving public agencies, communities and utilities. He has been responsible for managing multi-disciplined projects and has specific experience reviewing and evaluating the work of other design professionals. He has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno.

Scott Benedict is a Civil Engineer specializing in water/wastewater infrastructure projects in northern Nevada and California. With 20 years of experience working in this region as both a public sector employee and private consultant, Scott has the local area knowledge to efficiently manage projects to completion. Mr. Benedict’s project experience includes water/wastewater system master planning, and the design and project management of pipeline, pump facility and storage tank projects. Scott has extensive experience in the rehabilitation of pump and regulator stations and has successfully completed many complicated main replacement projects. Scott is a Reno native who enjoys spending time in the Sierras and exploring the openness of Central Nevada with his son Mason. Mr. Benedict is a licensed Professional Engineer in Nevada and California and is a Nevada Certified Grade 3 Water Operator in both Distribution and Treatment.

Cody Black has more than ten years of experience in civil engineering. Mr. Black’s experience includes design and management of public utility infrastructure projects such as roadway reconstruction, water tanks and pipelines, storm drains, and wastewater public works projects. His experience also includes extensive experience in document research, Federal and State Grant projects, and state transportation projects and permitting. Since coming to Shaw Engineering, Mr. Black has been successfully managing water treatment, water distribution, sewer collection and treatment, transportation and general civil engineering projects. Working across Nevada and in Sierra California he has quickly become an integral part of Shaw’s continued success in the water and wastewater industry. Mr. Black’s diverse experience, including growing up working for his family’s construction company, helps him deliver successful projects on multiple levels. Mr. Black is a licensed Professional Engineer in Nevada and California.

Erick Miller is a National Science Foundation E-Scholar recipient and a recent graduate from the University of Nevada with a B.S. in Civil Engineering. He specializes in the water and wastewater discipline within Civil Engineering by analyzing and providing quantity calculations and construction services for waterfront improvements and using AutoCAD to create water infrastructure design projects. He has field experience in setting manholes and laying water, sewer, and storm drain pipes as well as designing and setting grade for roads. Mr. Miller enjoys working with the Shaw team and contributing to the company’s success.

Nicholas O’Connor, E.I., Staff Engineer
Nick O’Connor graduated with his B.S. in Environmental Engineering in 2016. Before joining the Shaw Engineering team, Nick worked at Broadbent & Associates, Inc. as a Staff Engineer and was a Senior Lab Technician for Mcclelland Laboratories, Inc. for many years while at the University.

Dora Blossom joined the Shaw Engineering team in 2005. She has over 12 years of planning experience. She has written local government Master Plans and Development codes and routinely works with our rural Nevada clients. Ms. Blossom has been responsible for obtaining special use permits, state agency permits, assisting with submittals, preparing contract documents, and assisting with both Preliminary Engineering Reports and Environmental Reviews She provides support to our engineering staff by conducting necessary research and complying information required to complete assignments. She has completed funding applications for our clients and has assisted them with processing applications for reimbursement from state and federal funding agencies. Ms. Blossom is available to assist with any assignment.

Jimmy Hou was born in China and moved with his family to the United States at the age of 6. He grew up in Las Vegas and is the first in his family to go to college. Jimmy is a Civil-Environmental Engineering major in his senior year at UNR who is already well ahead of his years in terms of experience. He is a member of the Differential Fees Executive Board at UNR where he reviews and votes on proposals from professors and students. He is also the Administrative Coordinator for the American Society of Civil Engineers, ASCE Student Chapter. One of his primary roles here at Shaw Engineering is to assist senior engineers with GIS data processing and mapping.
